As a Lead Product Manager within the product strategy office, you’ll play a key role in shaping the organisation’s overall product direction—driving strategic initiatives that tackle national-level priorities and advanced goals.

This role goes beyond managing a single product—you’ll define product strategies that span across teams, influence senior leadership, and guide programme-level execution to maximise impact across government.

Mandatory Skill(s)

• Degree in Information Technology, Computer Science, Engineering, Business;
• Must have more than 8 above of experience in digital product management, with a strong track record of leading complex, cross-functional product initiatives across multiple teams;
• Must have deep understanding of product management fundamentals — from identifying root causes of user or system issues to defining clear product vision, success metrics, and technical feasibility; experience with enterprise platforms, backend systems, or data products is a bonus;
• Must be comfortable taking full ownership of problem areas, especially in ambiguous or evolving environments; able to break down large challenges into actionable, manageable steps;
• Excellent communication skills across formats (written, visual, verbal), with the ability to influence and align diverse senior stakeholders without formal authority;
• Passion for developing product talent and contributing to a strong product culture within the team and organisation;
• Strong strategic thinking with the ability to define vision, metrics, and drive product strategy across teams or portfolios;
• Must have excellent communication and stakeholder management skills, including influencing senior leaders;
• Hands-on experience with both product development and setting up product frameworks/processes;
• Ability to lead in ambiguity, break down complex problems, and guide teams toward impactful outcomes.

• Entrepreneurial mindset with a strategic approach; experience in corporate strategy, startups, or public sector environments.

Responsibilities

• Own end-to-end product strategy for key focus areas, aligning closely with senior leadership across tech, policy, and business domains;
• Define and track key product metrics to evaluate impact, effectiveness, efficiency, and iteration speed across the product portfolio, informing prioritization and resource allocation;
• Identify blockers to strategy execution, including defining high-impact problem areas and removing barriers to product adoption and user engagement;
• Manage product doctrines and strategic frameworks as evolving products themselves—iterating based on real-world learnings and feedback from field teams;
• Spot mission-critical problem areas and lead the setup of cross-functional programmes to tackle them, including defining vision, success metrics, direction, and clear roles and responsibilities;
• Guide product teams in applying best-in-class practices, including robust product development frameworks, metrics, and review cycles;
• For selected programmes, take the lead product role—defining product vision, strategy, and roadmap, and overseeing the full product lifecycle from ideation through to scaling and continuous improvement;
• Ensure tight integration between strategic direction and on-the-ground execution, using feedback loops to refine both product and programme outcomes;
• Lead reviews of key products and programmes, providing strategic recommendations and securing alignment from leadership and delivery teams;
• Develop and institutionalize frameworks for assessing product success, guiding continuous improvement, and driving innovation across the portfolio.
