We are seeking an IT Procurement Specialist to manage the sourcing of technology products and services, supporting end-to-end procurement, vendor onboarding, contracting, and collaboration with internal teams to ensure efficient and compliant technology procurement for the bank.
Mandatory Skill(s)
- 4–6 years of procurement experience, ideally with 1–2 years in banking or other regulated industries;
- Strong knowledge of end-to-end P2P processes, contract management and vendor relationship management;
- Familiarity with banking regulations and compliance requirements (e.g., MAS 658, DORA);
- Must have understanding of IT infrastructure, data centres, software licensing models and technology services;
- Strong analytical skills with the ability to review and evaluate complex proposals and contracts;
- Excellent negotiation, communication and stakeholder management skills;
- Bachelor’s degree in Business, Commerce, Information Technology, or a related field.
Desirable Skill(s)
- Professional certification in Procurement or Supply Chain Management (e.g., CIPS, CPSM, CPM);
- Hands-on experience using procurement and contract management systems such as SAP, Concur, ServiceNow, DocuSign, or similar tools;
- Exposure to sourcing across IT infrastructure, data centres, hardware, software and consultancy services;
- Understanding of cybersecurity considerations within banking or regulated environments;
- Project coordination or project management experience is an added advantage.
Responsibilities
- Manage the end-to-end IT procurement process including sourcing, vendor selection, contracting, delivery and payment coordination;
- Run RFP/RFQ processes, evaluate vendors, and negotiate pricing, terms and SLAs to ensure best value for the bank;
- Work closely with IT, business, finance, risk, and legal teams to understand requirements and support procurement needs;
- Maintain procurement documentation, trackers, and ensure compliance with internal policies and banking regulations;
- Build and manage strong relationships with technology vendors, monitoring performance against contracts and SLAs;
- Support contract drafting, SOWs, and change requests, working with legal to finalize agreements;
- Coordinate vendor onboarding and third-party risk management (TPRM) processes including due diligence and risk assessments.
